THE SCANDALOUS VILLAGE HEAD OF KOTSYUBINSKE, OLGA MATYUSHINA, REMOVED FROM POSITION

On March 7, the parliamentary majority ousted Olga Matyushina from the position of Kotsyubinske village chairman at an extraordinary session of the Kotsyubinske village council of the 8th convocation. Two thirds of the deputies expressed their disbelief of Olga Matyushina by secret ballot.

This extraordinary session of the Kotsyubinske village council was called by the deputies. The relevant message was registered in the office of the Council on March 6. Olga Matyushina knew that the meeting was scheduled, but she did not publish the announcement of the session on the site of the Kotsyubinske village council, which only she and her entourage have access to.


 “We have done everything openly, according to the law. We filed a notice to the Registry  about the extension of the extra session on October 12, 2017. Just as the past day, they filed a notice to the Registry about the extension of the extra session of October 12, 2017 within 24 hours. The session was not closed, because all issues were not considered. But Olga ignored the deputies and did not appear at the meeting once again”, Kateryna Yushchenko, a deputy of the Kotsyubinske village council, told to correspondents of “Truth of Irpin”.


MPs admitted that there were a lot of reasons for the removal of Olga Matyushina from her position. The reasons included numerous examples of legal violations, the catastrophic situations with regards to the housing and communal services departments in Kotsyubinske, blocking the work of the village council and executive committee, and the lack of transparency of financial issues-just to name a few.


“During the election, I went to the council in support of the so-called ‘Matyushina’s team’. It’s true. She had many good promises for the village and inhabitants. She promised to destroy corruption, defend Kotsyubinske’s autonomy, prevent the construction of residential complexes without paying a participation share, and to make the village well-groomed and successful. And what do we see now? She is in the epicenter of corruption, manipulation and lies! I want to develop my village, so I voted for the removal of Matyushina. The village head has been managed by the black PR journalist Irina Fedoriv, who was the recipient of the journalist anti-award “The Bowl of the Year” and was listed in the top five journalists who repulsed the honor of their profession”, said Viktor Anisimov, a deputy of the village.


“Look what has happened in Kotsyubinske for the last two years! Olga alone managed the village and led it to a real economic collapse. During this time, the debt of the “Belichi” housing and communal services increased from 16 to 30 million under her leadership and changed heads eight times! Accounts of the Kotsyubinske village council ‘thank’ to the head have been blocked, the roads are not repaired, the heating pipes are not repaired, hundreds of thousands of hryvnia disappeared to pay for fictitious repairs, and the village went into the heating season with criminal violations. We still do not even have a budget for 2018! It could not be tolerated that the real management of Kotsyubinske was carried out by the scandalous ex-journalist Irina Fedoriv, who, led  Kotsyubinske to a collapse, “- comments Ludmila Ozerchuk, a deputy of the Kotsyubinske village council and member of the budget commission.


The villagers, lawyers, and the media attended this extraordinary session of the Kotsyubinske village council. In addition, video recording took place. “The decision of the Kotsyubinske village council was adopted according to Article 79 of the Law ‘About  local government in Ukraine’. 18 deputies voted for the removal of the chairman – two thirds of the total, as required by the law. The vote was held secretly. The procedures were fully compliant, “- says lawyer Ruslan Savenko.


The MP of the Kotsyubinske village council, Mykola Eremenko, will fulfill the duties of the Kotsyubinske village chairman until the election of the new head of the village by the decision of the parliamentary majority. Information about the new head of Kotsyubinske is already included in the Unified State Register of the Ministry of Justice of Ukraine.


Recall that this is the second attempt of the deputies of the village council with regards to their disbelief of Olga Matyushina. The deputies of the Kotsyubinske village council of the 7th convocation dismissed her from her position on April 9, 2016. Then, due to an illegal decision of the Verkhovna Rada of Ukraine, an extraordinary election was held in the village and Matyushina resumed her position.
